Carlos James SVG Tourism 2026: The 70/30 Mandate | Nkosi Stewart

The Tourism Paradox: Record Arrivals, Empty Docks?

My Response to Minister Carlos James’ 2026 Tourism Outlook.

“Record numbers in Canouan… a new era for SVG.” — Carlos James, Minister of Tourism.

The numbers look good in a report. But how do they look in your pocket?

Minister Carlos James is right to celebrate record arrivals, but in the Southern Grenadines, we are tired of being the “backdrop” for 5-star photos while our local businesses struggle to get a foot in the door. It is time for a **Mandate of Participation**, not just a brochure of promises.

The 70/30 Mandate: Our Paradise, Our Profit

We don’t need more “consultations” on tourism; we need legislation that protects local labor and vendors. Nkosi Stewart’s 2026 vision is simple: **Grenadines First.**

  • The 70/30 Supply Rule: Legislating that major resorts must procure 70% of their produce, seafood, and maintenance services from registered Southern Grenadines vendors.
  • Local Ownership Grants: Moving beyond “jobs” to “ownership.” We will provide the legal and financial bridge for locals to build boutique villas on their own land.
  • Duty-Free Tourism Upgrades: If a foreign resort gets a tax break, a local guesthouse owner in Union Island should get the exact same break for their renovations.

Ready for your fair share?
